HEAD OFFICE

— ABOUT MGI

Raising Governance
Maturity.

MGI Mpumalanga Governance Institute (Pty) Ltd is a specialist governance institute established in 2023, based in Mbombela — 100% black woman-owned — dedicated to raising governance maturity across South Africa’s public and private sectors.

Led by Thembi E. Mavelele, attorney and South Africa’s national expert for ISO/SABS/TC0309 Governance of Organisations, we bring international standard expertise localised for South African legislation including PFMA, MFMA, NPO Act and Companies Act.

📍

HEADQUARTERS

Mbombela, Mpumalanga

Delivering nationwide — in-person and online — for municipalities, public entities, SOEs, NPOs and SMMEs.

We specialise in quality assurance, certification and practical implementation of governance frameworks — moving organisations beyond paper compliance to controls that actually work. Our approach is practical, standards-aligned, and defensible before boards, audit committees and regulators.

We operate collaboratively by design: TEM Attorneys (Thembi E. Mavelele Attorneys) provides legal advisory and compliance depth, while TEM Global extends sustainable governance solutions and international advisory.

Why MGI is a
Provincial Governance Institute

•Mpumalanga-Domiciled • focused on practical quality assurance support for the public sector.

The governance training landscape in South Africa is largely offered through national platforms. What is less available at provincial level is hands-on independent quality assurance that helps institutions prepare credible reports and strengthen oversight before external audit. MGI was established in Mbombela to help address that practical gap — for the province and beyond.

01  OUR FOCUS

1. A Provincial Response to a Practical Need

Provincial departments, entities, and municipalities face similar challenges: audit findings recur, AFS require strengthening, oversight structures need independent support.

  • Pre-Audit Quality Assurance
Independent file health checks and readiness reviews aligned to applicable audit criteria, conducted before submission for external audit.

  • Governance Support
Practical support for internal audit, audit committees, and MPACs to fulfil legislative mandates.

  • Skills Transfer
Workplace-based learning and mentorship that builds internal capability.

02   How we proceed

2. MGI APPROACH

  • MGI Pty Ltd • Reg No 2023/542233/07 • EST 2023

  • Based at Nicher Business Centre, 28 Waterfall Avenue, Riverside, Mbombela

  • Private company — not an organ of state

  • Private & independent — aligned to established audit and governance norms

OUR AIM:
Not to replace existing national institutions, but to complement them by offering provisionally accessible, quality-assured support.

03   LOCALIZATION

3. Provincial Localization with Global Standards

04   STANDARDS LEADERSHIP

4. Standards Leadership — ISO/TC 309 & ISO 37001/37002

Led by Thembi E. Mavelele — Attorney and South Africa’s National Expert for ISO/SABS/TC0309 Governance of Organisations. South Africa’s mirror committee to the international committee for governance standards (ISO/TC 309).

Market reality in SA: In SA, ISO 37001 & 37002 certification bodies are only offered by global certification bodies like DQS, Bureau Veritas, SGS, BSI — not by a provincial institute.

MGI move: MGI brings anti-bribery & whistleblowing systems training with public and private governance — from policy to personal disclosure training.

05   INTEGRATED TRIAD

5. Integrated Triad Model — Education • Evaluation • Implementation

A model not found in national training-only institutes. Legal enforceability meets sustainable, international advocacy.
